Minnesota Voter Vouching Exposed
On Minnesota Primary Election Day, August 11, 2026, Anthony Rubin walked into a Minneapolis polling location with two men dressed in traditional Muslim attire. Anthony told the poll workers that the two individuals he was with had recently arrived from the Gaza Strip, they were alleged members of Hamas, and that he was unsure of their citizenship status.
Anthony then asked whether he could vouch for them so they could register and vote.
The election workers did not hesitate. One said, “You can vouch for up to 8 people.” Another added, “If you’re vouching for them, they wouldn’t need to show anything.” They also explained that the person doing the vouching “is the documentation.”
In other words, under Minnesota’s vouching system, Anthony's signature alone would be enough for a foreign terrorist to register to vote and participate in Minnesota's election. No ID from the people being vouched for was needed. Neither was any further proof of identity or eligibility required at the time of registration.
Anthony and the alleged Hamas members did not cast a ballot nor did they sign any oaths. Muckraker simply documented what the poll workers told us when confronted with an extreme but direct question about the limits of the law.
After the Muckraker team left the polling place, a group of election workers chased us.
Minnesota Secretary of State Steve Simon continues to insist the vouching system is safe and secure. Our hidden-camera investigation shows the opposite. A registered voter can walk in, claim to vouch for people who may not even be citizens, and those individuals can be allowed to register and vote the same day with nothing more than the voucher’s word.
We are calling for a formal audit of Minnesota’s voter vouching system.
